Electrocautery treatment is done with a machine that delivers a small current, superficially working on skin tags, moles, milia, warts, etc. It basically coagulates the affected skin, which falls off in 4 to 5 days, leaving behind clear skin.  The same machine, with a change of a very fine needle, works for electrolysis to remove thick hair from the root. It essentially destroys the hair root with the heat of an electric current. Electrolysis is a conventional way of hair removal that was in use even before lasers.
